The Department of Motor Vehicle administrative license suspension program, known as "Admin Per Se" (APS) was signed into law as a immediate deterrent to drunk driving. The Department of Motor Vehicles also known as the DMV is required to suspend or revoke the driving privilege of any person arrested for driving under the influence of alcohol and drugs who takes a chemical (blood or breath) test which shows a Blood Alcohol Concentration also known as BAC level of 0.08% or more or refused to take or failes to complete a chemical (blood or breath) test to determine his or her BAC level.
